Tarigami dismayed over tardy implementation of central schemes | KNO

Srinagar, November 23 (KNO) :CPI (M) leader and MLA Kulgam Mohammad Yousuf Tarigami Thursday expressed dismay over the tardy implementation of centrally sponsored schemes in Jammu and Kashmir saying contrary to the claims of the Government these schemes are going on at snail’s pace. There are central schemes and programmes which are focused on wage employment, self-employment and poverty alleviation. But the implementation of these schemes is going on at snail’s pace. The inadequate response to the ground situation of livelihood concerns, have made these schemes ineffective. There should have been more allocations for proper implementation of these schemes. However, instead subsidies are being either withdrawn or reduced in central sponsored schemes. Due to less involvement of people in these schemes, the idea with which they were launched is marred, he said while addressing NRLM workers in Kulgam. There is need to strengthen Self Help Groups (SHGs) under as a pre-requisite for poverty reduction under National Rural Livelihood Mission. The existing SHGs need further strengthening and greater financial support while there is also urgent need to create more SHGs. Rising inflation has exposed the poor to extreme vulnerability and instead of helping them out, the Government is putting them under burden. The NRLM’s mandate is to reach out to all the poor families, link them to sustainable livelihoods opportunities and nurture them till they come out of poverty and enjoy a decent quality of life. ‘Deen Dayal Upadhyaya Gram Jyoti Yojana’ scheme was launched by the Center in 2015 to provide continuous power supply to rural areas. It was claimed that the scheme will enable to initiate much awaited reforms in the rural electrification and strengthen the sub-transmission and distribution infrastructure in rural areas. But everybody knows what is the condition of power supply in the state, and especially in Kashmir Valley, in this chilly winter. The scheme is nowhere on ground and exists only on papers. The CPI (M) leader also questioned Chief Minister Mehbooba Mufti about the allegations of backdoor appointments in the Government departments. The statement of the CM regarding fast-track recruitment is alright, but there is a perception on ground that in several departments jobs are on sale and it has become a marketable commodity. There is no doubt that unemployment is one of the biggest crises in the state and creating more jobs and doing recruitment on fast-track basis is the need of the hour. However, Government needs to make appointments and recruitment in transparent manner so that everybody gets fair opportunity (KNO)
